The Ottawa solar building code requirements come from three places: the Ontario Building Code, administered by the City of Ottawa’s Building Code Services; the Ontario Electrical Safety Code, administered by the Electrical Safety Authority (ESA); and Hydro Ottawa’s distributed energy resource (DER) connection rules. For most rooftop arrays you’ll need all three. The key structural trigger: the City requires a building permit for solar collectors mounted on a building with a total face area of 5 m² or more, designed and field-reviewed by a professional engineer licensed in Ontario.

Ottawa solar building code: the 5 m² permit trigger and engineering review

The City of Ottawa’s solar collector permit guidance requires a building permit for solar collector systems mounted on a building with a face area of 5 m² or more. “Face area” is the aggregate area of all panels or modules in the array. This covers PV systems as well as solar thermal panels for water, space or pool heating. The design and the on-site field review must be done by a professional engineer licensed in Ontario.

Since a single residential module is roughly 2 m², almost every rooftop PV array in Ottawa crosses the threshold.

What the submission package should include

Based on the City’s published submission requirements for low-rise residential buildings:

  • Roof plan or wall elevation showing the layout and spacing of the collectors
  • Typical cross-section with system height, tilt angle and attachments
  • Module dimensions and manufacturer specifications, including panel dead load and any ballast
  • Mounting details specifying attachments and any framing reinforcement
  • Racking certification: for engineered proprietary racking, documentation certifying compliance with the applicable aluminum or steel design standard under the Building Code, plus any conditions or limits from the manufacturer’s installation manual
  • Structural verification that the existing roof or wall framing can take all loads from the collectors and racking: dead load, wind load and snow accumulation
  • Plumbing schematic for solar thermal systems connected to potable water

Applications use the provincial building permit application form, and fees are based on the value of construction.

Which code edition applies

Ontario’s 2024 Building Code took effect on January 1, 2025. It adopts the National Building Code of Canada 2020 with Ontario amendments. Some of the City’s published solar guidance predates this (it references the 2006 code), so confirm current references with Building Code Services when preparing structural calculations, particularly snow and wind loads for Ottawa.

Electrical: ESA notification, OESC and Connection Authorization

All PV work falls under the Ontario Electrical Safety Code, including the requirements for renewable energy systems. In practice:

  • A Licensed Electrical Contractor (ECRA/ESA licence) files a notification of work with ESA before work starts.
  • ESA inspects the installation.
  • On a pass, ESA issues a Connection Authorization to Hydro Ottawa. The utility won’t connect the system without it.

Equipment must carry a recognized Canadian certification mark. Coordinate rapid shutdown, disconnect locations, labelling and conductor routing with the electrical design early, because they affect the roof layout.

Hydro Ottawa: DER connection and net metering

Hydro Ottawa treats solar as a distributed energy resource (DER). For net metering:

  1. Service request and feasibility assessment. Submit a service request and select net metering if the DER will export. Hydro Ottawa confirms whether the local grid has capacity to host it.
  2. Service layout. If there’s capacity, Hydro Ottawa issues a service layout, typically within about 15 days and up to about 60 days for more complex projects, according to its published process.
  3. Build and inspect. Install to the approved layout and pass ESA inspection.
  4. Connection and metering. Hydro Ottawa completes metering and connection. Exported energy earns a non-cash generation credit on the customer’s bill.

Hydro Ottawa publishes the forms and steps on its residential DER connection page and its business DER connection page. Ontario net metering is governed by O. Reg. 541/05.

Design-stage checklist for builders and architects

Use this checklist to design for the Ottawa solar building code from the start.

  • Structure: confirm roof framing capacity and any reinforcement with the engineer before finalizing the array layout.
  • Snow: Ottawa’s snow loads, drifting near parapets and obstructions, and snow sliding off arrays onto lower roofs or entrances.
  • Layout: leave access and setback zones, and plan conduit routes and equipment locations.
  • Electrical capacity: size the service and panel for PV, and for future EV charging and heat pumps.
  • Grid capacity: start the Hydro Ottawa feasibility request early; hosting capacity can drive system size.
  • Planning: check heritage designation and zoning for ground mounts or visible arrays.
  • Documentation: assemble the building permit package, ESA notification, utility forms and as-builts in one project file.

Common compliance failures

These are the issues that most often delay Ottawa solar building code approvals:

  • Arrays designed before structural verification, leading to redesign or reinforcement late in the project
  • Racking installed outside the manufacturer’s certified conditions
  • Equipment substitutions after the utility’s service layout was issued
  • ESA inspections booked late, delaying the Connection Authorization
  • Energizing for export before Hydro Ottawa completes the connection

The bottom line

Complying with the Ottawa solar building code means planning three approvals in parallel: an engineered building permit for arrays of 5 m² or more, ESA notification and inspection under the OESC, and Hydro Ottawa’s DER connection. Building them into the design phase avoids rework and gets projects energized faster.

Frequently asked questions

Do solar panels need a building permit in Ottawa?

Yes, when building-mounted collectors have an aggregate face area of 5 m² or more, which covers nearly all rooftop PV arrays. The design and field review must be done by a professional engineer licensed in Ontario.

Who issues electrical approval for solar in Ottawa?

The Electrical Safety Authority (ESA). A Licensed Electrical Contractor files the notification of work, ESA inspects the installation, and ESA issues a Connection Authorization to Hydro Ottawa.

How long does Hydro Ottawa take to review a solar connection?

Hydro Ottawa’s published process says a service layout is typically issued within about 15 days if the grid has capacity, and up to about 60 days for more complex projects.
